Tannousis Announces Lawsuit Against Migrant Shelter in Staten Island

Update: The judge issued a temporary restraining order which has halted this location from being used as a shelter. (News)
Assemblyman Michael Tannousis and other Staten Island representatives announced the lawsuit against the new migrant shelter being planned for Staten Island at the former St. John Villa High School. (Tannousis represents part of Bay Ridge as well.)
That high school has been closed for over five years, but the Staten Island Borough President mentioned that St. Joseph Hill High School (an all girls school) is nearby.
NYC purchased the property in 2018 to put a school. (Source) Former Mayor de Blasio said the property was for an intermediate school and a 3K for All. (Source)
Assemblyman Mike Tannousis said they filed an Article 78 because the City of NY did not ask for any type of input. (Info about Article 78)
Will a NY Court rule against the a community and force a community to pay for the migrants?
